I have downloaded and installed MSYS software, what should I do with it? You should execute pacman -Syu p7zip and then cd /c/Users/your-username/....the folder where the Repeater is Then, ./intention_repeater_max_5.1.exe. (without the final dot). Then you can use it as normal. This is because the Windows version currently calls to commandline 7z, which Windows doesn't have by default. So you can use MSYS to get it on a Linux-like environment, or .... there's another option. AnthroTeacher can add an ifdef __WIN32 (if Windows) to use 7za.exe, which is commandline 7z for Windows. But he would have to compile and upload it first. So, for now, you can use MSYS.

Linux and linux-like environments manage their programs through centralized repositories known as package repositories, managed by managers. So you update your system's things just with one command. Pacman is one of them. Pacman -Syu means Synchronize and Update Packages. And if you menction a package name, it will also install it. Linux distributions (they are like flavours of Linux, sort of variants) often have 7Zip named as p7zip, for whatever reason. It is invoked with "7z" regardless.
I'm fiddling with MSYS and MinGW to see if I can compile a proper Windows version that uses 7za.exe so that you don't need to install MSYS and all that.
